LGA Community Engagement Framework Addendum
Role and professional development for elected members in Community Engagement through the lens of Annual Business Planning
This project will undertake the research and development of an addendum to the LGA Community Engagement Handbook 2008 - 2016. In the years since the publishing and updating of the handbook, staff training in the use of the community engagement framework has continued. A training program suitable for Elected Members has not been delivered.
The purpose of this research and development project is to explore what role Elected Members expect from engagement with their communities; how their expectations align with the LG Act 1999; and what support they need to be able to understand how communities can contribute to decision making. The information gathered will be developed into an addendum for the LGA Community Engagement Handbook and a workshop for Elected Members.
The aim of the project is to engage Elected Members and Community Engagement staff/units/divisions in developing a program that develops awareness and capacity of councils in the practice of community engagement and sustainable decision making.
As a framework for this research, the use of on-line and face-to-face engagement tools for annual business planning and budgets will be integrated to training materials developed for Elected Members. This adds value to the project and makes good use of the R&D funds. The work of councils with on-line tools such as those presented by Prospect and Yankalilla at the LGA Showcase Conference would be invaluable to this project. This is work that councils have already developed and they are keen to share.
This project presents an additional opportunity to explore the use of an outcomes measurement tool and the development of actions to improve performance in community engagement.
We are inviting representation on reference group to support the development of the project. We are aiming for the following make-up:
- Elected members from 4 metropolitan and 4 regional
- Community engagement staff from 4 metropolitan and 4 regional councils
- LGA of SA Manager Marketing and Communications
- LGA of SA Training and Development Co-ordinator
- 2 representative from Local Government Communicators Network
