The Australian Government announced the introduction of the Aged Care System Navigator Measure in the 2018/2019 budget package. The Measure involves the implementation of four programs of trials to test different system navigator models.
Australian Healthcare Associates (AHA) has been engaged by the Australian Government Department of Health to evaluate the Measure.
AHA has now developed a discussion paper(607 kb) which has been informed by stakeholder consultations and a literature scan of existing system navigator models. The discussion paper outlines proposed design principles, components and considerations for the future implementation of aged care system navigator models in Australia.
Feedback on the discussion paper will support the evaluation of the Measure and contribute to future aged care system navigation policy direction.
Comments on the discussion paper can be submitted to AHA by:
- Completing the feedback form starting at page 20 of the discussion paper OR
- Completing an online survey here.
AHA will accept submissions until 16 September 2019.

The LGA will consider the preparation of a sector-wide submission based on members’ feedback and requests that councils send a copy of any individual submissions to the LGA to assist in this regard. Alternatively, councils are invited to contact Rebecca Muller, Senior Policy Officer with any key issues that could be raised in a submission.
