As part of the EPA’s ongoing Waste Reform Program, the EPA is seeking stakeholder views on two proposed reforms: changes to the way the waste levy is collected at landfills and the EPA’s approach to requiring financial assurances for stockpiles.
The proposed amendments to waste levy collection aim to ensure that the solid waste levy is collected from landfills in a fair and consistent manner. The EPA has developed draft legislation which seeks to amend provisions of the Environment Protection Regulations 2009 and the Environment Protection (Waste to Resources) Policy 2010. In relation to financial assurances, in 2017, the Environment Protection Act 1993 was amended to include more comprehensive provisions on financial assurances, allowing assurances to be used to address risks associated with unauthorised stockpiling or abandonment of waste and the risk of environmental harm. The EPA is seeking feedback on an information sheet that outlines the EPA’s proposed approach to requiring financial assurances for stockpiles. The EPA will be holding a consultation forum at the Adelaide Royal Coach on Wednesday, 25 September 2019. The forum will include two session:
9am – proposed amendments to waste levy collection from landfills;
10:30am – the EPA’s approach to financial assurances and stockpile controls.
