LGA Procurement provide a range of resources including the procurement handbook, fact sheets, model policies, guidelines and contracts that have been developed to to assist councils to meet their legislative obligations including the requirements of the Local Government Act, and the ICAC Act.

Our Procurement Handbook has been prepared in line with the requirements of the Local Government Act 1999 to assist Councils meet their obligations in terms of fraud and corruption under ICAC.

In 2012, as part of the Year of Procurement, LGA Procurement published a suite of state-of-the-art model documents covering contracts and policies and a related Procurement Handbook to assist Councils in making the procurement process more efficient and safer. 

The Procurement Handbook has been prepared in line with the requirements of the Local Government Act 1999 to assist Councils meet their obligations in terms of fraud and corruption under ICAC.

In 2013, in response to consultations with representatives from the Local Government sector, and certain legislative changes, eight additional appendices have been added to the Procurement Handbook. If you already have a printed copy of the Procurement Handbook, please ensure you download the eight additional appendices and incorporate them into your hard copy.

Model Contracts

The template documents available below are a word version of the best practice versions of the templates for use by Councils.

Please note that the LGA takes no responsibility for the manner in which these documents are modified by you and encourages all users to refer to the PDF versions of the document if they have any queries regarding their original form.

Early in 2013, the Work Health and Safety Act, 2012 and the Work Health and Safety Regulations, 2012 came into effect and South Australia’s legislation is now aligned with New South Wales, Queensland, Tasmania, the Australian Capital Territory, the Northern Territory and the Commonwealth. As part of its commitment to continuous improvement, LGA Procurement has updated its entire suite of template documents to reflect this change in legislation and the revised documents are now listed below and correct as at 11 December 2013.

In 2017, the Model Tendering and Contract documents were updated to reflect the recent amendment to the Australian Consumer Law (ACL). The ACL amendment extends unfair contract protections to small business contracts, and as such may affect certain contracts entered into by councils.

Revisions occurred to the:

  • Agreements for Purchase of Goods (one off, continuing, panel continuing)
  • Minor Works Agreement
  • Professional Services Agreements (one off, continuing, panel continuing)
  • Purchase Orders (goods and works)

All other model documents remain the same.

Style Guide

From time to time, Councils may experience problems formatting the model documents.  Where this occurs, it is recommended that you refer to the LGA Procurement Style Guide below.  The Style Guide has been designed to assist Councils using the model documents maintain consistent presentation style throughout the documentation, and quickly and easily update Table of Content pages.
