Electronic Services Program
Background
The Electronic Services Program (ESP) received funding of $5.4m from the Australian Government's Networking the Nation program in July 2002. The project worked intensively for two years gearing up South Australian Country Councils to actively participate in the Information Economy and implement online services.
Today the Electronic Services Program focuses on the delivery a number of core projects:
- Dynamic Council Websites hosted website Content Management System
- SA Tenders and Contracts online and print tenders management
- Bizgate Payment Gateway services
The ESP Team also develop and participate in several online initiatives from time to time. Links to these initiatives can be found on the ESP circulars page.

Web solutions for Councils
Dynamic Council Websites
A major component of the ESP is the Unity Dynamic Council Websites (DCW) initiative. Unity is a Content Management System (CMS) that is available to all Councils and has been built by South Australian IT company Deloitte Online. Click here to access more information on the DCW project.
SA Tenders & Contracts
Councils are encouraged to use the SA Tenders & Contracts website for online listing and management of their tenders. Click here to access more information about SA Tenders & Contracts.
Bizgate
Bizgate is the South Australian Government electronic payment gateway. The LGA provides access for Local Government agencies to this service for online payments of rates, infringements etc.
My Local Services App
As part of the LGA's Local Excellence Program, the LGA is sponsoring an initiative on behalf of SA Councils to develop a service and solution that provides a range of location based information that is easily accessible on mobile devices (smart phones, etc.) as well as home and business PC's.
