Summary The Code for Establishing and Applying Property Units as a Factor for the Imposition of Annual Service Charges for Community Wastewater Management Systems has been revised extensively and feedback is now being sought from the Sector, by 30 September 2019.

A revision on the Property Units Code was commissioned by the LGA to provide a methodology to assist Council officers to calculate sustainable connection and service charges which are comparable to SA Water charges for some commercial and non-residential properties (e.g., caravan parks).

Feedback is sought to ensure that the final guideline provides a sound, user-friendly guide for the setting of differential CWMS service charges which also meet ESCOSA requirements.

A number of workshops are currently in development for October 2019 (details to be released shortly) at which final amendments will be determined (if any). Sector feedback is critical to inform the authors (David Hope and John Comrie) prior to this.

Thereafter the revised Code is intended to be endorsed by the LGA CWMS Management Committee for forwarding to the relevant Minister for approval.

Use of the Code is not mandatory, but charges determined in accordance with its methodologies should be defensible by councils.
