The S&HLGA is a regional subsidiary under clause 19,Part 2,schedule 2 of the Local Government Act 1999. In accordance with the Act the S&HLGA Charter is set for review every four years. The current Charter was gazetted on 11th August 2011.

Each year the S&HLGA adopts its annual financial year budget. This is reviewed each meeting along with a formal mid-year review.

The S&HLGA must submit an Annual Report on its work and operations including its audited financial statements to each constituent council before 30th September.

The S&HLGA has a four year Business Plan which is reviewed annually. The Business Plan specifies the services to be provided and how it intends to manage these. The Plan also identifies performance targets and how it intends to allocate financial and other resources in order to achieve the targets and objectives.
