Charter
SHLGA is a regional subsidiary established by its constituent councils under the Local Government Act 1999. In accordance with the Act and the SHLGA Charter is set for review every four years.
The current Charter was gazetted on 27 January 2022 and re-confirmed by the SHLGA Board on 17 October 2025.

Budget
Each year the SHLGA Board adopts its annual financial year budget. This is reviewed each meeting along with a formal mid-year review.

Annual Report
SHLGA must submit an Annual Report on its work and operations including its audited financial statements to each constituent council before 30th September.

Business Plan
SHLGA has a four-year Business Plan which is reviewed annually. The Business Plan specifies the services to be provided and how it intends to manage these. The Plan also identifies performance targets and how it intends to allocate financial and other resources in order to achieve the targets and objectives.

Advocacy Plan
The four-year Advocacy Plan was adopted in December 2025 setting out the priority outcomes SHLGA will be advocating for on behalf of the region's councils and communities.
Corporate Policies
The SHLGA Board has adopted a series of policies and related instruments to guide its governance and operations. Corporate policies are periodically reviewed and updated as needed.
