LGA Constitution Review

The LGA are reviewing our Constitution to modernise our governance and better serve our councils.

The LGA Constitution lays out the fundamental principles that govern the LGA's internal operations. It defines roles and responsibilities, decision-making procedures and processes for membership.

To best meet council needs, the LGA must remain flexible. This formal review gives us the chance to reshape our constitution, as well as our SAROC and GAROC terms of reference (which define the scope of their operations).

It follows on from our last review five years ago and is based on emerging feedback from councils.

Why a Constitution review is important

The current Constitution does not reflect the latest best practices in governance or address current challenges and needs.

An updated Constitution gives the LGA a stronger base to address these issues and deliver better services to our member councils.

The Constitution review will cover:

  • sector and non-sector consultation
  • timing of elections, and term length for Office Bearer positions
  • roles of SAROC and GAROC committees.

These will help the LGA be a stronger peak body to advocate for council interests.

Project timeline

The LGA are aiming to deliver this project ready for the Ordinary General Meeting in May 2024. If further consultation is required, it may be extended to the Annual General Meeting in November.

The five stages include:

  1. Engage consultant (now complete, with Integrity Governance appointed)
  2. Consultation and information-gathering (Feb – March)
  3. Feedback consolidation
  4. Seek feedback on final draft
  5. Finalise constitution and GAROC and SAROC Terms of Reference

The project scope does not include the constitutions of LGA's subsidiaries or the terms of reference for the CEO Advisory Committee, Audit and Risk Committee and other grant committees.

Have your say on the review

Your participation during the consultation phase is vital. Your council will receive a survey to gather your feedback.

Consultation will be open between February and March. It will include both online and face-to-face opportunities for engagement.
