Realignment of the Hills Rail Corridor: Cost benefit scoping study

Project summary

A scoping study into the issues, options, costs and benefits associated with the realignment of the Hills rail corridor.

Project approach

The project stewardship was with the S&HLGA however project administration and Committee Terms of Reference were managed by the Adelaide Hills, Fleurieu & Kangaroo Island RDA.

Tonkins consulting was appointed from a tender process as project principal.

The governance of the project was undertaken by an RDA Steering Committee consisting of key stakeholder delegates which was formed to oversee the project.

The Steering Committee consistently met with the principal consultant to add input into the project as well as discuss the draft sections of the Report as it progressed to completion.

The Steering Committee accepted the Tonkins July draft of the report as the final report for the project and recommended it to the RDA Board’s August 2018 meeting

Project achievements

The project was intended to provide a review and update of the previous 2010 Adelaide Rail Freight Movement Study with an emphasis on the northern rail freight bypass option only with expanded investigation of the identified economic and social benefits and to inform a second stage subsequent comprehensive Cost Benefit analysis.

Project distribution

A hard copy final report to the RDA for adoption and distribution to Project Council stakeholders as well as key State-wide agencies and interested parties. The report can be accessed on this project page.

Project evaluation

  1. Final report adoption by RDA and consequent distribution to the SA Minister for Planning, Transport and Infrastructure.
