Evidence to inform advocacy for a Strategic Population Policy

Obtain an understanding of population trends in SA, to inform planning policies. This is particularly relevant for regional councils, where depopulation is leading to reduction in services, jobs and community wellbeing.

Project summary

The LGA Secretariat secured $40,000 through the Local Government Research and Development Scheme Fund to undertake a project titled “Evidence to Inform LG Advocacy for a Strategic Population Policy” and commissioned the South Australian Centre for Economic Studies (SACES) of the University of Adelaide to undertake a research project. The final report was delivered December 2018. An LGA SA Strategic Population Policy Advisory Panel contributed to the management of the project.

The SACES research confirmed the links between South Australia’s economic performance and demographic profile, and explored how a strategic population policy might be used to improve the state’s productivity, stem regional decline, and address national migration challenges.

In the context of our state growing at a significantly lower rate than others, this work considers what councils and communities can do to retain who they have, attract the skills they need, and identify how the federal and state governments can assist. 

The LGA engaged with the local government sector to explore individual councils’ current capacity to accommodate population change, and the types of investments required to increase that capacity.

Between late 2018 and early 2019, all councils were surveyed regarding their readiness for population increase or “carrying capacity” in the short, mid and long terms.

The results have been used to assist the Australian Local Government Association in its advocacy to the federal government for a review of the migration Visa system; the population roundtable hosted by the Federal Minister for Cities, Urban Infrastructure and Population; and the state government’s Economic and Finance Committee’s Inquiry into the Economic Contribution of Migration in South Australia.

The LGA and the broader local government sector now has a much clearer picture of how to retain the people we have and how to attract the skills that we need.
The findings have already used to advocate to the South Australian state government to lobby to the Australian Federal Government on migration reform.
Councils now have one document from which to draw information about their region to use for grant applications and local advocacy.

All councils have been sent a copy of the report via their respective Mayors and an e-copy is on the LGA website.

The key performance measure was the delivery on time of the project and that was achieved. The report was not only delivered on time but answered the brief that was provided. The GAROC noted that they were very happy with the report.
