Strategic coastal management coordination

a coordination role to liaise with all 34 coastal councils to establish an alliance that can maximise influence, identify priorities and secure funding for coastal protection/ adaptation activities

Project approach

The project has progressed on track as described in the project submission, recent milestones of establishing the governance structure and securing resources to continue the project into the next phase has been successful. The engagement, review and establishment milestones have been completed and situation analysis is completed. 

Project achievements

Provided an informed, coordinated advocacy voice for issues impacting on the 34 Coastal Councils in SA Provided a forum for information sharing and networking on Coastal Management issues facing councils across SA.

Project outputs and outcomes

Initial visit to all Coastal Councils

  • Established relationship – Mayor, CEO,Works/Coastal Manager
  • Explained project aim and gain initial views on coastal alliance – structure, membership, role, resourcing, links, focus etc
  • Identified local coastal issues, council expenditure trends, what’s working well, what needs to improve

Key Stakeholder Meetings

  • Met with Coast Protection Board staff, LG Mutual Liability Scheme, LGA
  • Site visits to priority areas 3. Situation Analysis - Data for each Council *
  • Trend analysis - 5-10 year council budget spend coast protection and management
  • List of coastal assets owned or managed by councils *
  • Audit of current issues, causes, impacts and priority actions for each council
  • Identified emerging coastal issues
  • Reviewed councils’ coastal management strategies

Council Engagement Discussion and feedback from Councils received

Legislative, Governance and Methodology Review

  • Review of coastal legislation from other jurisdictions
  • Literature review of similar Coastal Council alliance initiatives from other jurisdictions
  • Literature review coastal issue prioritisation methodologies
    Identified options for long term funding/resourcing

Regional Workshops Metro SSC, EP, LC, YP, USG, S&H - workshop sessions to present initial findings and gain feedback on:

  • Draft structure and governance of SA Coastal Alliance
  • Coastal protection and management priorities across all councils
  • Sustainable funding and cost-sharing options for particular activities
  • Methods to engage more effectively with state government

Finalise Alliance and Strategy

  • Finalised SA Coastal Councils Alliance governance, structure, membership, resourcing
  • Finalised SA Coast Alliance Document 8. Coastal Councils SA Conference Presentation and formal launch of Coastal Councils SA and Strategy
  • Keynote speakers * Breakout sessions to progress identified issues

Coastal Councils SA Meetings

  • Bi-annual forums to be held as a concurrent session at LGA OGM and AGMs
  • (Coastal Councils SA Chair/Executive to progress issues out of session)
  • To review progress and next steps, identify advocacy opportunities and emerging issues

Reporting

  • Bi-monthly steering committee meetings
  • Bi-monthly update reports to SAROC and GAROC
  • Final report to LCLGA and LG R&D scheme

Project outputs and outcomes

Outcomes will be reported via: Coastal Council SA meetings held Bi Annually as a concurrent session at LGA OGM and AGM A newly formed Executive Committee who will provide project oversight into the future.

Performance measures

Feedback from Councils and the Steering Committee Very effective as we've established an ongoing process with the Coastal Alliance Executive Committee receiving support for the future delivery of the Coastal Alliance and the appointment of a Project Officer to continue to deliver the project. Coastal Alliance Executive Committee Coastal Alliance Coordinator LCLGA Executive Officer e.g. internal staff, external evaluation etc.
