Project summary

This project aims to identify options available to councils in providing animal detention facilities and recommend best value options.

Project approach

The project has undertaken the following actions to finalise the delivery of a detailed report for a feasibility study relating to animal detention facilities in South Australia.

  • The review of the current policy context, existing facilities in South Australia and the current status of those facilities.
  • Independent review of the Animal Welfare League proposal to the City of Charles Sturt, City of West Torrens and Port Adelaide Enfield Council.
  • A review of alternative solutions building on interstate and/ or international experiences.
  • A finalised document providing a review of opportunities available and subsequent recommendations for the detention of dogs and cats seized under the requirements of the Dog and Cat Management Act 1995.

Project outputs and outcomes

The project outputs is a clear outline of recommendations to be taken into consideration for a informed decision to be made as a way forward for the detention of dogs and cats seized under the Dog and Cat Management Act 1995 (the Act). These recommendations allow the Councils to make an informed decision on the best way forward due to the current animal detention facility that being the Animal Welfare League of South Australia closing its local Wingfield site from the 30 June 2020.

Project distribution

The provided recommendations will be used to make a decision going forward for the most suitable animal detention facility strategy taking into consideration the overall costing, accessibility and any other outlined external factors.

Performance measures

The key project outputs requested below were used to evaluate the project. Hence ensuring that final report provided will incorporate the production of a detailed research based report identifying the following elements:

  • Statutory obligations of local government in South Australia under the Dog and Cat Management Act;
  • Current detention facilities in South Australia;
  • Identification of planned closure dates of existing detention facilities;
  • Research findings relating to National and International models implemented that have proven successful;
  • Recommendations to fulfill statutory obligations; and
  • Indicative costings to implement recommendations.
