Rates hardship policy guidelines

Preparing guidelines that assist councils to consider the detail of a rates hardship policy should they choose to adopt one.

This project's final report and evaluation was completed on 25 May 2020

The LGA Secretariat has worked with the Rating and Valuation Workgroup (which sits under the South Australian Local Government Financial Management Group), the Community Managers Network (CMN) and the President of Revenue Professionals SA (RPSA) in the development of draft guidelines. Consultation on the draft is currently occurring.

The project resulted in the delivery of the LGA Guidelines - Rates Hardship Policy.

The LGA Guidelines - Rates Hardship Policy have been made available as a resource for councils on the member section of the LGA website.

Project impact

The LGA Guidelines - Rates Hardship Policy were endorsed just as COVID-19 was beginning to impact the local government sector. The LGA Guidelines - Rates Hardship Policy were loaded to the COVID-19 portal that was created as a resource hub for councils. Workshops on the LGA Guidelines - Rates Hardship Policy were provided to the sector in the context of COVID-19 and the expected increase in hardship applications.

LGA staff conducted the evaluation of the project.
