Public lighting support for SA Councils
This project's final report and evaluation was completed on 1 August 2021
The project has assisted councils to successfully transition to a new regulatory framework for public lighting and identify/progress other issues of strategic importance for public lighting customers.
Project achievements
The consultant has chaired meetings of the PLWG between April 2020 and April 2021 and has facilitated a constructive working relationship between councils, SAPN and DPTI. The project included a survey of public lighting customers to identify key priorities, which formed the basis of a work plan for PLWG for the next 18 months. It has also developed newsletters for public lighting customers.
The project has successfully transitioned councils to the new public lighting regulatory framework through the provision of briefings and FAQs. Councils were provided with the necessary information in order to understand the new arrangements and execute new agreements with SAPN. It has identified key priority issues for public lighting customers through a survey. Subcommittees have since been developed to tackle the main priorities.

Project evaluation
I considered the 4 desired outcomes and assessed the extent to which those outcomes were delivered. The outcomes are self-evident - eg. chairing meetings and developing an action plan. I have also taken into account the feedback from the Public Lighting Working Group about the support provided by Ironbark (Alexi Lynch specifically), which has been very positive.
The outcome of the evaluation was that, while Ironbark provided great support over the 12 month period, the appointment of an LGA Executive Director Member Services meant that the LGA could now manage this program internally. The agreement with Ironbark was not renewed for 2021-22 and further R&D funding support is not necessary.
