Special Local Roads Program - Governance Review

The LGA administers the Special Local Roads Program (SLRP), which provides grant funding to councils for the construction and maintenance of strategic local roads. This review of the SLRP’s governance, policy and processes seeks to establish contemporary and best practice arrangements to ensure the program is robust, fair, transparent and meeting its objectives. .

This project's final report and evaluation was completed on 18 January 2021.

Project approach

In 2020, with support from the Local Government Research and Development Scheme, the LGA commissioned strategic advisory consultants Hudson Howell’s to undertake a review of the Special Local Roads Program's (SLRP) governance, policy and processes.

Through this review, the LGA is seeking to establish contemporary and best practice arrangements to ensure the SLRP is robust, fair, transparent and meeting its objectives.

Please note that a copy of the SLRP review report will be available when the reports and its recommendations have been endorsed by the LGA Board of Directors and the SAROC/GAROC committees.

Project achievements

To date, the Hudson Howell's final report has been provided to Regional LGA executive officers. The final report will be released and disseminated to councils when the recommendations and implementation for 2021 and 2022 funding rounds have been agreed by the regional LGAs and the LGA Secretariat and endorsed via the LGA Board of Directors and the SAROC/GAROC committees.

Project evaluation

While $5,000 was set aside for evaluation in the budget for this project, this will not be utilised and will be returned to the LGR&DS. This project will be evaluated via an internal LGA Secretariat assessment once the implementation of the 2021 and 2022 funding rounds has occurred. This will allow any benefits and lessons from the project to emerge before any meaningful evaluation is undertaken.
