Climate Risk Training & Engagement Package

Climate liability and climate risk management are ongoing issues in local government. This project establishes a guide which includes tools, case studies and recommendations for councils to implement a successful climate risk capacity program. The project will be delivered through pre-established networks including the Regional Climate Partnership, the Climate Practitioners Network and the Environmental Sustainability Network.

Project Background

Significant advances have been made in how climate risk is assessed across multiples areas of business processes. It has also been noted that climate risk goes beyond physical risk.

Since 2017, the Task-Force on Climate-Related Financial Disclosures (TCFD) has provided a globally recognised framework for assessing and disclosing climate risk for corporate entities, and this framework is now being extended into government sectors Australia-wide. Currently, there are identified sector wide gaps in the awareness and appreciation of council liabilities and risks associated with climate change.

This project will establish a consistent training and engagement package for use in council's internal processes, using the latest risk frameworks for climate change impacts (i.e. including physical, transitional, governance, legal and financial risks).

The project aims to reduce duplication and deliver significant cost savings in creating standardised messages and a single source of training materials for use by all councils.

Consultants, BRM Advisory have been engaged to develop the suite of training materials for this project. A technical working group has been established to help guide the project with initial workshops held.

Some of the initial work that has been undertaken on this project includes:

  • reviewing previous materials, frameworks and guides
  • identifying stakeholders and holding a scoping workshop
  • developing a stakeholder and engagement plan
  • conducting interviews with stakeholders
  • confirming 5 pilot councils that will test the draft materials and provide feedback
  • drafting the training module outline and receive feedback on it from working group.

This project was approved by the LGA Board 12 May 2023.
