Leadership Competency Framework Development

To develop a Local Government Leadership Competency Framework against which training and development needs and gaps can be mapped.

This project's final report and evaluation was completed on 12 December 2017

Project approach

  1. The Executive Education at the University of Adelaide conducted a review of existing best practice tools in other sectors including state government, and internationally.
  2. LG Professionals SA contributed to this review through the collation and provision of existing tools and templates within the sector.
  3. The sector was then consulted on the draft framework. This consultation occurred via our HR Network, CEOs, Board, members and a general invitation to the sector.  Several workshops were held and online feedback was also sought.
  4. The Framework was then piloted via a pilot group who agreed to trial using the framework in whatever capacity made sense to their current situation. This pilot group has also provided feedback on the way forward.
  5. The final Framework (Version 1) has been disseminated for use across the wider sector.

Project achievements

The project has resulted in the development of a Leadership Capability Framework (Version 1) - published on this page, above, to support the following activities across the sector:

  • Recruitment and selection
  • Performance development and reviews
  • Values and behaviours alignment.

Current and future training and development opportunities are being mapped to the framework to strengthen the quality of leadership skills and capabilities across the sector.

Project outputs and outcomes

Leadership Capability Framework (Version 1) published on this page, above, and Pilot Group web page on the LG Professionals SA website for ongoing feedback, collaboration and evaluation.

Project distribution

All councils were invited to pilot the Framework and a webpage was established to facilitate users sharing their experiences and any documents they have produced as a result of embedding the framework into their systems (e.g. Performance review templates, values alignment matrices, Position Description templates etc).

The final framework has been:

  • published on this page, above
  • disseminated to all councils via our newsletter,
  • sent direct to HR Managers and CEOs and
  • embedded into our own strategies.
