Procurement Manual for Councils

Since production of the LGAP Procurement Handbook in 2012 Councils have increasingly requested a more operationally focussed manual that builds in more detail on the handbook. The manual will act as a "standard" which all Councils will follow but allow them the flexibility to use specific to their needs policies and procedures as appropriate.

This project was scoped in 2014 and not progressed until recent times due to many factors including leadership and management changes. A consultative process was undertaken in 2019 with a number of councils providing feedback and ideas as to the genesis of this work. LGA procurement then undertook the majority of the work in 2019 calling on additional council input into the final version of the templates and documents which were published in May 2020.

This project's final report and evaluation was completed on 1 September 2020

Project achievements

Councils have an updated resource to guide their procurement activities that is free for council use and is able to be adapted to local requirements. All resources have been updated to include changes to various legislative and regulatory requirements over recent years and include COVID-19 considerations where appropriate.

Project outputs and outcomes

A contemporary set of procurement documents freely available to all councils. There are benefits in all councils deploying these documents in ensuring consistency of approach and clarity of process for suppliers wishing to tender for local government work.
