Information Linkages and Capacity Building Program (LGILC)

The Local Government Information Linkages and Capacity Building Program (LGILC) was to a grant program developed to create connections between people with disability and the communities in which they live.

The South Australian Local Government Information Linkages and Capacity Building Program (LGILC) was established in January 2020 as a partnership between DHS and the Local Government Association of South Australia (LGA).

The main purpose of LGILC program was to enable South Australian councils to undertake activities and industry development that address thin market coverage, including mainstream delivery by increasing the understanding of the needs of people living with disability in rural, regional and remote South Australia.

The LGA managed and delivered the LGILC project via three streams.

Stream 1  - delivered training and educational support

Stream 2 - delivered a local government mentoring program

Stream 3 -  delivered funding to LGA member councils to work on 5 projects

Stream 1 - Training /Educational Project

This stream's ILC outcomes are:

  • People with disability are connected and have the information they need to make decisions and choices.
  • People with disability have the skills and confidence to participate and contribute to the community and protect their rights.
  • People with disability participate and benefit from the same community activities as everyone else.
  • People with disability use and benefit from the same mainstream services as everyone else

Stream 2 - Disability Inclusion, Community Growth and Leadership – A local government mentoring program

This stream's ILC outcomes are:

  • People with disability actively contribute to leading, shaping and influencing their community.
  • People with disability have the skills and confidence to participate and contribute to the community and protect their rights.

Stream 3 – LGA Member LGILC Grant Funding

This Stream involved the disbursement of funds to member councils through a one-off, competitive grant funding process.

A total of $390,000 was made available to all South Australian councils, including the Regional LGAs.

A total of five projects were awarded grant funding through the LGILC program. These five projects were:

  1. Regional Champions for accessible communications in the Southern and Hills LGA - Southern and Hills Local Government Association
  2. Regional Champions for accessible destinations in the Southern and Hills LGA - Southern and Hills Local Government Association
  3. Inclusive and accessible tourism for the Yorke Peninsula - Legatus Group (Central Local Government Region)
  4. Better Access is Better Business - Creating an inclusive and accessible tourism sector in Southern Regional Adelaide - City of Onkaparinga
  5. Accessible Events Pilot Project - Alexandrina Council in collaboration with the City of Mount Gambier and the City of Adelaide

Each funded project aligned with one or more of the ILC outcomes noted below:

  • People with disability are connected and have the information they need to make decisions and choices.
  • People with disability have the skills and confidence to participate and contribute to the community and protect their rights.
  • People with disability actively contribute to leading, shaping and influencing their community.
  • People with disability participate and benefit from the same community activities as everyone else.
  • People with disability use and benefit from the same mainstream services as everyone else.
