Regional Capacity Building Allocation
Background
The Regional Capacity Building Program (RCBP) has existed in various forms since 2001, providing an allocation of funding from the Scheme to Regional LGAs to enable them to deliver capacity building activities with regional councils and their communities.
The Regional LGAs that receive the allocations are:
- Eyre Peninsula Local Government Association
- Central Local Government Region (Legatus Group)
- Limestone Coast Local Government Association
- Murraylands and Riverland Local Government Association
- Southern and Hills Local Government Association
- Spencer Gulf Cities Local Government Association.
In addition, the Greater Adelaide Regional Organisation of Councils (GAROC) receives an allocation, recognising that there is no Regional LGAs representing the metropolitan Adelaide area.
In 2022-23 and 2023-24, the regional LGAs will receive a non-indexed annual allocation of $40,000 as approved by the LGA Board in November 2022.
The regional capacity building program allocations are granted as per the conditions provided in the LGR&DS Delivery Policy .
2021-22 Annual Reports
In 2021-22, Regional LGAs spent a total of $467,736 on a range of regional capacity building projects, activities and initiatives.
Highlights from each Regional LGA’s annual reports are included below, with further detail available in the report:
Legatus
Legatus had a total of $86,772 available and choose to add $14,992 of their funds to use a total of $101,764 on a range of initiatives including:
- Water Management – regional drought resilience planning project, smart irrigation and stormwater harvesting projects
- Coordination of a range of forums and workshops
- Disability Awareness, accessible tourism report, regional expo and forum
Limestone Coast LGA
Limestone Coast LGA had a total of $56,528 available and spent a total of $56,528 on a range of activities including:
- Regional sport – a continued commitment to the implementation of the Limestone Regional Sports Academy
- Regional Leadership program - to support leadership emerging leaders across the region
Southern and Hills LGA
Southern and Hills LGA had a total of $42,783 and spend a total of $40,430 on a range of activities including:
- Regional Health Plan – a review of the Regional Public Health Plan to drive better public health outcomes in the region.
- Regional Climate Change Program – driving better risk adaptation and mitigation strategies in the region
Spencer Gulf Cities
Spencer Gulf Cities had a total of $69,833 available for 2021-22 and spent a total of $49,114 on:
- The Upper Spencer Gulf Regional Transport and Infrastructure Plan
- Spencer Gulf Cities Strategic Plan – implementation of key strategies
Eyre Peninsula LGA
Eyre Peninsula LGA had a total of $177,711 and spent a total of $95,432 on a range of activities, including:
- Shared Services Model – setting up a shared services model for councils in the Eyre Peninsula
- Regional Road Action Plan
- EPLGA Strategic Plan
Murraylands and Riverland LGA
Murraylands and Riverland LGA had a total of $306,691 for 2021-22 and spent a total of $124,468 on a range of activities including:
- Regional Waste and Resource Recovery Strategy
- Water Position Paper – regional impact statement
- Regional Road Hierarchy Plan
