HR shared services model for councils

LGA is leading a project to develop a scalable, centralised HR shared services model for councils.

The aim is to increase efficiency and provide consistent, high-quality HR services across the sector. This project builds on previous workforce research and complements other local government capability initiatives.

Who this is for

SA councils seeking to strengthen their HR capability and respond to workforce challenges.

What's being delivered

  • Data-informed operating model for a centralised, on-demand HR shared service.
  • Sector-wide research into workforce needs, gaps, and opportunities.
  • Framework for service delivery, governance, and performance.
  • Change management strategy to support council adoption.
  • Roadmap for future implementation and shared resourcing.

About the project

Workforce challenges are one of the most pressing issues facing councils. Contributing factors include increasing competition for talent, an ageing workforce, and changing workplace expectations.

As a result, councils are investing heavily in consultancy and legal services. Often for templates and policies that are similar and cannot be shared.

A shared services model would provide consistent, expert HR support and resources. It has the potential to reduce duplication, lower costs and improve workforce conditions across councils.

Project funding

This project is funded through the Local Government Research and Development Scheme.

This scheme allocates funding to projects that support the development of SA local government. Successful applicants are decided through an annual grant round.

Project progress, March 2026

The Shared HR pilot project is advancing as planned.

Current activities include stakeholder interviews to assess prior LGA Shared HR models, workforce development frameworks, and council-specific HR requirements.

Completed interviews include LGA executives, previous model HR consultants, and project team members, with additional sessions scheduled for January.

Preliminary findings indicate varying needs based on council size and a mix of HR and IR support requests. Research has encompassed governance models for shared services, success factors, and AI applications in HR.

An initial communication has been provided for release in the next LGA Newsletter and news item.
