Councils vote on AGM advocacy and policy priorities

24 November 2025
South Australian council leaders met in Adelaide last Friday to decide on new local government advocacy and policy priorities for the year ahead.

Voting delegates from councils across the state recently voted on four key items of business at LGA’s Conference and Annual General Meeting, held at Adelaide Convention Centre on Friday 21 November.

SA councils may, at any time throughout the year, put forward items of strategic importance to local government to the LGA to be considered and debated.

These items all received a majority vote from councils.

What councils voted on

Metropolitan and regional councils discussed and voted on the following items.

Long term parking on council roads

Submitted by City of Charles Sturt, the motion requested advocacy to the Minister for Transport to consider introducing legislation that would allow councils to enforce long term parking controls of vehicles on council and state roads.

State Landscape Levy collection responsibility

Submitted by Kangaroo Island Council and The Rural City of Murray Bridge, the motion requested renewed advocacy to oppose council collection of the landscape levy and have this responsibility transferred to the state government. It also asks LGA to consider more clearly defining the separation of council rates charges from the state-imposed Landscape Levy.

Sector-wide approach to sustainable procurement

Submitted by City of Marion, the motion requested investigating a coordinated sector-wide approach to sustainable procurement including developing standardised guidance and tools for councils, adding strong sustainability and emissions reduction criteria into procurement contracts, training for council staff, shared platform access, and alignment with LGA and state government climate objectives.

Equitable funding for CWMS networks

Submitted by City of Onkaparinga, the motion requested advocacy to the state government to progress the recommendations of its 2020 review of the Water Industry Act to extend community service obligation payments to water industry entities other than SA Water, particularly local government CWMS networks.

Program highlights

The 2025 LGA Conference and Annual General Meeting was themed Driving Change, Together and has a key focus on planning, financial sustainability and how council roles and responsibilities have extended far beyond the ‘three Rs’ of rates, roads and rubbish.
