Draft Bill on minimum car parking requirements open for consultation

26 February 2025

The State Government has released the Planning, Development and Infrastructure (Vehicle Parking) Amendment Bill 2025 for consultation, marking another step toward reducing street congestion and improving neighbourhood liveability.

This progress follows advocacy from LGA and councils at last year’s Annual General Meeting, where members voted to support changes to single garage and carport sizes, along with several other recommendations.

The draft Bill is now open for public consultation from 24 February to 10 March 2025, and we urge councils to engage in this process.

Getting more parked cars off suburban streets puts community needs first.

Key features of the draft Bill

A New Vehicle Parking Scheme for Greater Adelaide to establish:

  • Minimum off-street parking requirements for new residential developments
  • Larger minimum parking space dimensions to accommodate modern vehicles.
  • Development authorisations to include conditions requiring either the provision of the minimum number of car parks or a developer contribution to the new Vehicle Parking Fund.
  • One-bedroom dwellings must provide 1 car park.
  • Dwellings with two or more bedrooms must provide at least 2 car parks.
  • Offence provisions for non-compliance with the Scheme’s mandatory conditions.
  • Consolidation of council car parking funds to streamline the use of funds for future parking solutions.

This legislation represents a strong, collaborative outcome between local and state government and directly supports councils’ efforts to ease congestion and improve neighbourhood streets.

LGA will provide a sector-wide submission as part of the consultation and encourages councils to review the draft Bill and submit individual feedback to strengthen our collective response.
