Nominations open for trailblazing women leaders in local government

8 December 2025
South Australia’s councils are being encouraged to nominate inspiring women leaders in local government for the 2025 Joy Baluch Award.

The award recognises outstanding women currently serving as elected members or in senior leadership roles across South Australia’s councils, including Mayors, Councillors and executive staff.

LGA President, Mayor Heather Holmes-Ross said the award shines a spotlight on the leadership, innovation and community impact of women across the local government sector.

“Local government is home to dedicated and influential women leaders in South Australia, and this award highlights their achievements, their initiative and the lasting impact they make in the lives of local people,” Mayor Holmes-Ross said.

She said the award honours women who have driven meaningful change, introduced new programs or services, and helped open the door for greater diversity and representation in local leadership.

“Joy Baluch was a trailblazer whose leadership and conviction reshaped what leadership looked like in local government, this award honours her legacy,” Mayor Holmes-Ross said.

“This award carries her legacy forward by recognising women who lead with the same passion, integrity and commitment to their communities.

“I strongly encourage all councils to put forward a nominee.”

The award winner will be announced on International Women’s Day on 8 March 2026, to coincide with this important global day celebrating and recognising the achievements of women.

Last year’s recipient, Maree Wauchope, former Chief Executive Officer of Barunga West Council, was recognised for her outstanding community leadership and her work to strengthen women’s participation in local decision-making.

As the council’s first female CEO, Maree oversaw transformative projects in her region including the completion of the $22 million infrastructure works at Fisherman Bay, and a $1.5 million redevelopment of Civic Square in Port Broughton.

The 2025 Awards will be judged on how the nominee has:

  • achieved a significant outcome for council or a community in the last 12 months
  • contributed to council or community through innovation, leadership, collaboration and vision
  • inspired other women to become more involved in their council or community
  • promoted the diverse perspectives of women in local government.

Nominations close Friday 13 February 2026.
