Help shape a shared HR service for councils

2 April 2026
LGA is exploring the potential for a shared Human Resources service to support South Australian councils and their subsidiaries and is now seeking input from the sector.

We know many councils face similar human resource challenges, often dealing with additional workloads, tight deadlines and other conflicting pressures.

In response to this, LGA has engaged Dr Kristine Peters from KPPM Strategy to develop a model, with a pilot program proposed for 2026-27.

This pilot will focus on partnering with councils to provide specialist support and additional capacity, particularly when workforce pressures are at peak levels.

Action to take

LGA, through initial consultation with members, has identified a range of possible services to be included in the pilot program.

To narrow down what services are most needed and where demand exists, we’ve now created a short survey for councils to complete.

Your input will directly inform a cost-benefit analysis to determine whether a council-funded shared HR scheme is viable.

We ask that each council and subsidiary:

  • submit one consolidated response
  • consult with your leadership team and HR staff before completing the survey.

Take the survey

Contact details are requested so we can follow up if needed. All results will be reported in a deidentified format.

The survey closes 5pm Friday 1 May.
