Key items for decision at 2026 LGA Annual General Meeting

3 November 2026
Compulsory voting is just one of the key decisions South Australian council delegates will debate at the 2026 LGA Conference and Annual General Meeting, with mandatory rebates, planning regulations and primary production all on the agenda.

Mayors, councillors and CEOs will meet at the Adelaide Convention Centre on 4 December to vote on Items of Business that inform LGA’s future advocacy and policy priorities.

What councils will vote on

This year, South Australia’s 68 councils will vote on the following key Items of Business:

Development planning transparency

Submitted by City of Adelaide, the motion requests LGA to advocate to the State Government to review the Planning, Development and Infrastructure Act 2016 and associated processes regarding access to drawings and reports for significant developments, notification and engagement with affected stakeholders, transparency regarding reserved matters and compliance with planning conditions and consideration of construction management requirements.

Equitable rating for electricity generators

Submitted by Coorong District Council, the motion requests LGA to lobby and advocate for progression of legislative reform to overturn the 25-year-old rates exemption provided to electricity generators in South Australia, which places regional communities in South Australia at a disadvantage due to the potential loss of income.

Independent Agriculture Commissioner

Submitted by Naracoorte Lucindale Council, the motion requests LGA to advocate to the State Government to investigate the appointment of an Independent Agriculture Commissioner to provide increased protection for South Australia’s primary producers and regional communities.

Changes to future local government elections

Submitted by LGA, the motion calls on the State Government to introduce compulsory voting and alternative options to postal voting for the November 2031 periodic local government elections, as well as trial in-person voting at supplementary council elections following the April 2027 periodic elections.

Your council’s voting delegate

Each member council can appoint a voting delegate to votes on Items of Business on behalf of their council at the Annual General Meeting.

The voting delegate must be a current council member and the appointment must be council-endorsed.

Councils must provide notice in writing of the person appointed as its delegate or if the appointment changes (including if no longer a Council Member).
