New Community Engagement Model Policy released
Section 50A requires all councils to prepare and adopt a community engagement policy that is consistent with the Charter, which sets out how councils must engage with their communities on decisions, activities and processes.
Developed in partnership with Norman Waterhouse, LGA’s Model Policy provides a practical and compliant framework to help councils translate these principles into their own local context.
In preparing their policy, councils should consider how their engagement activities reflect the Charter’s requirements, including tailoring engagement approaches based on the level of impact (for example, significant, standard or local matters) and ensuring appropriate opportunities for community participation.
The Model Policy also includes provisions to support the delegation of decision-making on engagement activities to the CEO or an authorised delegate, providing flexibility in how engagement is delivered.
Transitional arrangements are now in place, with councils required to adopt a compliant community engagement policy by 11 September 2026. Councils may continue using their current consultation policy until three months after adopting the new policy, or 10 December 2026 (whichever occurs first).
Councils are encouraged to begin planning their transition now and review how their current practices align with the Charter’s expectations.
