SA Climate Ready Alliances
We're proposing a new, evidence-based program to enhance regional climate collaboration across the state.
Climate Ready Alliances will deliver stronger collaborative climate risk mitigation and climate adaptation in South Australia – driving local action with statewide impact.
Why regional collaboration is needed
The impacts of climate change vary across regions, affecting nature, industry, economy, and communities differently.
Regional collaboration helps build social capital, bridge efforts, save time and money, accelerate action, and drive region-scale change that is beyond the capacity of individual organisations.
Proposal for Climate Ready Alliances program
This proposal is to evolve and expand what already works – the state’s world-leading Regional Climate Partnerships (RCPs) – to build a more mature, connected and adequately resourced model to address current and future climate risks and strategic challenges.
The proposal is supported by local and regional public sector organisations. It's shaped by over 400 conversations with SA practitioners, and 15 years of delivery experience.
Climate Ready Alliances will advance climate readiness across South Australia. It will spark local action, collective strength and statewide impact.

Included in the proposal
This 5-year, statewide program proposes the following:
- Scale – grow from 6 to 10 regional alliances for statewide coverage
- Resourcing – stable 5-year coordination capacity for every region
- Action – $50K seed funding per year per region to leverage investment in joint projects
- Evidence – Regional Risk Profiles and action plans aligned with national and state risks,
- Capability – shared data, tools and other support to equitably lift capability, with no region left behind
- Alignment – improved impact measurement and coordination between local, regional and state governments.
This is how South Australia builds climate readiness: by working through coordinated, capable and cost-effective alliances. These partnerships can deliver shared outcomes in decarbonisation, climate risk management and disaster resilience.
No single organisation or level of government has the mandate, resources or reach to drive the scale and pace of change required.

Background information
The Climate Ready Regions background report (PDF 2.7 MB) explores the potential for a new era of climate collaboration in South Australia.
The report details why change is needed and suggests a structured regional program for collaboration. It also looks at different models based on current practices and theories.
The report is based on:
- reviewing the context, history, trends, opportunities, and strategic drivers
- analysing existing Regional Climate Partnerships (RCPs)
- exploring alternative models and frameworks
- workshops and discussions with climate experts to identify challenges and opportunities and define the need for change.
Discussion paper
The Climate Ready Regions discussion paper (PDF 1.8 MB) summarises key findings of the background report and maps out discussion questions for further consultation.
The discussion paper has been prepared to seek feedback on the:
- drivers for evolving our structured partnership program to collaborate on climate
- opportunities to build on and evolve our current model.
This discussion paper, and the resulting engagement, all helped in the co-design of the final SA Climate Ready Alliances program proposal above.
