Have your say on i-Responda and emergency management resources

5 September 2025

LGA’s Emergency Support Team are reviewing and updating resources to support councils when they provide support to Control Agencies (like CFS and SES) during emergencies and for council emergency management planning.

Updated documents are in a new format, they contain new information that reflects the changing nature of emergencies, the updated i-Responda Framework and the PPRR (prevention, preparedness, response and recovery) phases of emergencies.

Councils are invited to provide feedback on the documents in the headings below.

See emergency management tools and resources to view existing resources.

Why your feedback is important

Your input is important to make sure the resources accurately reflect how councils develop council emergency management plans and how they may be able to support Control Agencies during emergencies, ensuring the support is within council capabilities and capacity.

How to give feedback

Please email any feedback on any of the below documents to emergencymanagement@lga.sa.gov.au by 5pm Monday 22 September

The Local Government Emergency Management Framework (LGEMF)

The Local Government Emergency Management Framework (LGEMF) is the overarching document that supports council preparedness, and supports communities to be disaster resilient because emergency risks are understood, mitigated where possible, and effective systems are in place to ensure community safety and wellbeing when emergencies occur.

Figure 1: Relationship between the LGEMF and other guiding documents

The new draft combines the previous LGEMF and the Guide to emergency management planning for local government, includes:

  • the drivers for local government emergency management
  • the roles of councils, LGA, RLGAs, the LGFSG and LGA Mutual in emergency management
  • how local government is integrated with national and state arrangements
  • guidance, tools and templates for developing council policies and plans

Joint Operating Guideline (JOG-4) for Relief and Recovery facilities

The Joint Operating Guideline (JOG) between the Emergency Relief Functional Support Group (ERFSG) and Local Government Functional Support Group (LGFSG) provides a common understanding of the role of the ERFSG in providing for immediate community relief through establishment of Emergency Relief Centres and for longer-term recovery needs through Recovery Centres, and how councils can contribute through providing access to facilities for this purpose.

Template for Council Emergency Management Policy (CEMP)

Figure 2: Example structure of council emergency management documents

Under the i-Responda Framework, councils are required to establish an emergency management policy which provides the formal scope, direction and authority for a council to participate in emergency management. The updated template provides councils with a tool to adapt for their own council’s needs.

Template for Council Emergency Support Employee Nomination Form

In accordance with the i-Responda Framework councils are required to establish and maintain an Emergency Support Employee Register which:

  • identifies suitable and interested employees that may be requested to support an emergency response
  • confirms employees have undertaken relevant i-Responda training
  • does not obligate any council employee to be listed on the register, nor obligate any council employee listed on the register to respond to a particular incident
  • does not obligate the council CEO to release council employees

Councils can establish an Emergency Support Employee Register using their existing council arrangements or systems, a nomination form (attached) and register, and/or through Skytrust (information about employee registers will be available oni-Responda).

Template for Council Emergency Support Plant and Equipment Register

Under the i-Responda Framework, councils participating in emergency support activities are required to establish a register of council plant and equipment that has been risk assessed and deemed appropriate for use during emergency support.

The Council Emergency Support Plant and Equipment Register should include council-owned vehicles, plant and equipment that are approved to be requested by a Control Agency for the purpose of emergency support operations, qualifications, tickets and licences required and persons competent to operate the various items of plant and equipment

A Council Emergency Support Plant and Equipment Register can be established through existing council arrangements or systems, fillable form (link to template) or within Skytrust (information about plant and equipment registers will be available oni-Responda)
