Local Government Functional Support Group (LGFSG)

The Local Government Functional Support Group (LGFSG) supports the designated control agency during a declared state emergency.

The State Emergency Management Plan designates responsible control agencies, support agencies, and functional support groups (FSGs). FSGs perform roles and provide capability to support the control agency and support agencies during an emergency.

Role of the Local Government Functional Support Group

The LGFSG is established under the state plan to:

  • ensure coordinated operational support from local government during emergency response and recovery
  • support the preparedness of the local government sector, including building the capacity of councils to participate in emergency management.

LGA is the lead agency of the LGFSG and oversees the responsibilities of the LGFSG.

The LGFSG has provided valuable support during emergencies. This includes the 2019-20 bushfires in the Adelaide Hills and Kangaroo Island, the COVID-19 pandemic and the River Murray flooding.

Participating organisations

Participating organisations are the various organisations that operate within an FSG.

The LGFSG participating organisations are the:

  • 68 South Australia councils
  • 6 Regional Local Government Associations.

LGFSG arrangements and responsibilities are outlined in the LGFSG Plan (PDF 12.5 MB).

How councils provide support

Councils may support control agencies through capabilities such as:

  • local knowledge and technical advice
  • access to established local networks
  • operational support such as creating fires control lines, traffic management, and assessing and clearing roads
  • plant and equipment
  • materials such as clay, sand, or sandbags
  • access to buildings and facilities for relief centres, staging areas, etc.
  • community engagement and community development expertise to support early recovery (such as town hall meetings).
